Belgian Maritime Inspection (BMI) – Modified requirements concerning STCW A-II/5 – Able Seafarer Deck – 18 months sea time acceptable.

Considering the increasing demand of STCW A-II/5 certification, the conditions to obtain a COP (Certificate of Proficiency) issued by the Belgian government have been modified and are now as follows:

  • The sailor holds a COP A–II/4
  • The sailor holds a valid BST training certificate
  • The sailor holds a valid PSCRB (A-VI/2.1) training certificate
  • The sailor holds a valid passport
  • The sailors holds a valid medical fitness certificate
  • The sailor has followed a specialized A II/5 training with a recognized training facility
  • The sailor demonstrate 18 months sailing time as A II/4 sailor after having followed the A II/5 recognized training

All documents presented to the administration will be issued by recognized facilities (Training certificates and Medical fitness) and sea time shall be recorded on a form issued by BMI.

The possibility to achieve certification by presenting an ISF “Rating training Book” is still in force. The required sailing time will then be reduced with 6 months. The training book will be verified by the training facility and validated with an additional training certificate after having successfully  passed an oral assessment.

In addition, to be admitted to a recognized Able Seafarer training, the following prerequisite will apply:

  • Hold a valid STCW A-II/4 COP (Certificate of Proficiency)
  • Hold a valid PSCRB (A-VI/2.1) training certificate or COP

BIM Training in Mozambique

BIM organized its first BST training (STCW  VI/1) in collaboration with our local partner In Site. The training was carried out under the recognition of the Mozambican and Belgian Maritime Authority. In addition to this training, the trainees had the opportunity to follow a STCW II/4 – training (Rating forming part of a Navigational Watch) as well as a Security Awareness Course (STCW VI/6.2)

Refresher Courses – Modified admission requirements during COVID period

Since BIM provides trainings under the recognition of the Belgian Maritime Administration, the following extract of Circular 2020/002 as revised March 31st 2021 issued by the Federal Public Service –  Mobility and Transport, applies to those whose training certificates subject to refresher requirements expired or are to expire soon. This concern the following courses:

  • Personal Survival Techniques
  • Elementary Fire Fighting
  • Proficiency in Survival Craft and Rescue Boats (other than FRB)
  • Medical care
  • Fast Rescue Boats

One of the requirements to have access to a Belgian recognized refresher course for STCW training is a valid training certificate for the course requested. The Belgian Maritime Administration is aware that due to Covid-19 measures it is difficult to follow these refresher courses on time. Therefore, the Belgian Maritime Administration will allow a seafarer to attend a Belgian recognized refresher course with a Belgian recognized maritime training provider until 31 December 2021 if the required training certificate has expired less than one year.

Important Note concerning the BST refresher:

The administration requires that seafarers not qualifying for a BST  Refresher course (Expired Certificate) should pass again the complete 5 days training.

Our LNG bunkering simulator training prepares your crew for handling the fuel of the future

As previously announced, BIM now offers IGF training which allows seafarers to comply with Regulation V/3 of the STCW Convention, ‘Mandatory minimum requirements for the training and qualifications of masters, ratings and other personnel on ships subject to the IGF Code’. The IGF Code aims to minimize the risks related to handling gas on board technology.

We are proud to complete our LNG course portfolio with an IGF simulator training recognized by the Belgian Maritime Inspectorate.

Besides the Basic and Advanced training for ships subject to the IGF Code, BIM also organizes 1 day LNG bunkering simulator trainings. This course is specifically aimed at Advanced IGF trainees and focuses on ensuring safe and efficient bunkering operations on an LNG carrier. The training replaces two of the three bunkering operations required to obtain an endorsement of the training certificate (Certificate of Proficiency) by the Belgian Maritime Inspectorate.

Our IGF Combined and LNG simulator courses have successfully been completed at the DEME headquarters in Antwerp. Feel free to contact us if you would like to organize similar sessions at your premises or in our training center.

IGF Training mandatory for crew on vessels subject to the IGF Code

The use of gas, such as LNG, and other low-flashpoint fuels such as ships’ fuel has increased in recent years and poses particular safety challenges. To manage these properly the IMO adopted the International Code of Safety for Ships using Gases or other Low-flashpoint Fuels (IGF Code) in 2015 and has added related aspects to STCW. The IGF training allows seafarers to comply with Regulation V/3 of the STCW Convention, ‘Mandatory minimum requirements for the training and qualifications of masters, ratings and other personnel on ships subject to the IGF Code’, which came into force in January 2017.

Thanks to our recent joint venture with EXMAR Academy, we are proud to offer the IGF Training, recognized by the Belgian Maritime Inspectorate.
